EL council embarks on ratepaying drive EAST LONDON -- In an effort to encourage ratepayers to pay for services, the city council here is embarking on a series of meetings with community members. Local ratepayers currently owe the council more than R179million. The first meeting will be held with Duncan Village residents at the Gompo hall at 12pm tomorrow. Town clerk Dave Ongley said: "The purpose of the meeting is to encourage the payment of services and to clarify the situation to the residents."
